Article 245.- Concerning the control and surveillance measures to be adopted by the health authorities, psychotropic substances are classified into five groups:
Group I:
I. Those that have little or no therapeutic value and which, because they are susceptible to misuse or abuse, constitute a severe problem for public health.

CHAPTER XII
Plaguicides, Plant Nutrients, and Toxic or Dangerous Substances
Article 278.- For this law, the following definitions apply:
I. Pesticide: Any substance or mixture of substances intended to control any pest, including vectors that transmit human and animal diseases, unwanted species that cause harm or interfere with agricultural and forestry production, as well as defoliants and desiccants;
II. Plant nutrients: Any substance or mixture of substances containing elements useful for plant nutrition and development, growth regulators, soil improvers, inoculants, and humectants;
III. Hazardous substance: That element or compound, or the chemical mixture thereof, which has characteristics of corrosivity, reactivity, flammability, explosiveness, toxicity, biological, infectiousness, carcinogenicity, teratogenicity, or mutagenicity

IV. Toxic substance: That element or compound, or the chemical mixture of both, which, when by any means of entry, whether inhalation, ingestion, or contact with the skin or mucous membranes, cause adverse effects to the body, immediately or mediately, temporarily or permanently, such as functional lesions, genetic, teratogenic, mutagenic, carcinogenic alterations or death.
The Ministry of Health shall determine, using lists published in the Official Gazette of the
Federation, the plant nutrients, as well as the toxic or dangerous substances that, because they constitute a health risk, must be subject to sanitary control.
